Disability Terms and Definitions

ADA Title I: Employment Title I requires employers with 15 or more employees to provide qualified individuals with disabilities an equal opportunity to benefit from the full range of employment-related opportunities available to others. Continuing Disability Review (CDR) An evaluation of an individual's impairment(s) to determine whether the person is still disabled within the meaning of the law for purposes of eligibility for SSI and OASDI benefits. CDB Childhood Disability Benefits. Title II benefit category for disabled adult children of deceased, retired or disabled parents. Disability must have begun prior to age 22. Partial Conservatorship This type of Conservatorship/Guardianship generally applies to the developmentally disabled and restricts the areas in which the Conservator/Guardian may act on behalf of the individual. Outcome Payment System The system providing a payments under the Ticket to Work program to an employment network for each month, up to a total of 60 months, during which Social Security disability benefits and Federal SSI cash benefits are not payable to a beneficiary because of the performance of substantial gainful activity (SGA) or by reason of earnings from work. Medicaid provider A professional or medical facility who is enrolled as a provider for the Medicaid Program by entering into a contract with the Medicaid Program to provide medical services to Medicaid eligible recipients. By entering into this contract the professional has agreed to abide by all rules and regulations governing the Medicaid Program. Vocational Rehabilitation Services Those services identified in Rehabilitation Act of 1973, as amended, which are provided in an individualized plan for employment necessary to assist an individual with a disability in preparing for, securing, retaining, or regaining an employment outcome that is consistent with the strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice of the individual. Indexing Indexing is designed to provide some protection against inflation. After the first year of disability, a disabled employee's pre-disability earnings are usually increased (or indexed) by a certain percentage on an annual basis. Representative Payee Individual appointed by the Social Security Administration (SSA) to manage the cash benefits of a recipient of SSI or Social Security benefits, or both. Licensed Clinical Social Worker (LCSW) Certification by a state as a licensed clinical social worker. Such licensure often requires at least two years experience with a direct client caseload under supervision.
